Bpifrance to Invest additional 225 Million Euros in Blockchain Startups by 2029, Exceeding Previous Investments
Bpifrance, the French public investment bank, plans to invest an additional 225 million euros in blockchain startups by 2029, surpassing the 150 million euros already injected over the past decade. This new strategy includes investments in tokens, in addition to traditional loans and equity investments, with a dedicated pool of 25 million euros operated through authorized partners such as Cathay Ledger.
This plan is part of a broader political dynamic supported by Minister Clara Chappaz. The French government aims to make France a leading crypto hub through better regulatory and financial coordination.

In the past ten years, Bpifrance has invested over 150 million euros in the French blockchain ecosystem. This amount was injected through partner funds and direct investments in around 200 startups. At the end of this evaluation, the public investment bank is satisfied with the majority of supported companies still being active, and many of them showing strong growth despite the sector’s inherent turbulent nature.
This decade of experimentation has convinced Bpifrance’s teams to take it to the next level. By 2029, the institution aims to invest at least an additional 225 million euros in blockchain startups, surpassing the total investment made in the past ten years. This scaling up is part of a deliberate effort to position France as a host for crypto innovation in the face of increasing international competition, particularly from the United States.

Bpifrance’s action plan relies on a deliberate diversification of funding methods. In addition to traditional loans, there will now be increased capital investments and a new focus on tokens. This strategy has already been initiated through investments in projects such as Morpho and Aleph. While Bpifrance has exited Aleph’s capital, it continues to hold Morpho tokens, demonstrating its commitment to further immerse itself in the decentralized economy.
The new allocation includes 100 million euros in direct investments, 100 million euros via partner funds, and an unprecedented 25 million euros exclusively dedicated to tokens. Due to the lack of a regulatory framework allowing Bpifrance to manage a crypto asset fund, these token investments will be operated through authorized partners, such as Cathay Ledger, who are already active in this field.

Bpifrance’s strategic move does not occur in a political void. It echoes recent statements from Clara Chappaz, the Minister Delegate for Digital Affairs, who reaffirmed the government’s commitment to making France a leading crypto hub. She announced a meeting with industry stakeholders in April to assess the conditions for ecosystem development, both in terms of regulations and financing.
